usual practice in the case of breaches of regulations made by the Governor in Council by whom the rules are
made and not as in England by a board. In this connection I would refer Your Lordship to section 10 of the Midwives Ordinance No.22 of 1910 which, following the law of
England, provides for a similar offence a penalty not
exceeding one year's imprisonment without the option of
a fine.

The draft Bill was submitted for Your
Lordship's consideration by Sir Cecil Clementi under
cover of his despatch No.410 of 19th September, 1929, and
-920/24 as Your Lordship's despatch in reply No.154 of 3rd June,
1930, contained no reference to the points now raised,
the provisions referred to were left unaltered in the
Bill as finally passed by the Legislative Council.
